National Addressing System
The Postal Regulator Services, in collaboration with Seychelles Postal Services, the Ministry
of Lands and Housing (MLH), the National Bureau of Statistics (NBS), the Department of
Information, Communication and Technology (DICT), The Attorney General’s Office, Land
Transport Division and the Local Government Department, has received Cabinet approval to
implement a National Addressing and Postcode System. This initiative aims to enhance the
structure, accessibility, and management of address data across the country, in line with
international standards.

The Cabinet endorsed the adoption of the S42 address standard, a globally recognized format designed to improve the uniformity and precision of postal addressing systems. The introduction of this format will contribute significantly to more efficient service delivery, accurate location mapping, urban planning, emergency response, and improved national statistics.
A key component of the system’s foundation is the establishment of a robust legal
framework to guide and legitimize the assignment and management of addresses. The legal
framework is currently being developed by the technical committee in close consultation
with the Attorney General’s Office. Once finalized, the draft legislation will be submitted to
the Cabinet for approval. This legal backing is essential to ensure consistency and authority
in the implementation process
