Introduction
The Postal Regulator is a corporate body established under the Post Sector Act 2023. Its main objective is to regulate the postal sector while simultaneously developing a competitive communications and logistics market both nationally and regionally.

Transform the Postal Sector into a modern, dynamic and performing postal system.
Our Functions
We perform a wide range of functions to ensure effective regulation and development of the postal sector:
- License, renew, amend, vary, suspend, cancel or revoke a license for courier issued under the Postal Sector Act.
- Define the scope of universal postal services and establish service standards.
- Set universal postal service targets.
- Measure quality of service for courier and postal services.
- Determine uniform standards, best practices and codes of conduct applicable to service providers and ensure compliance therewith.
- Approve or fix rates for each product considered within the scope of the universal postal service area.
- Regulate the issue of postage stamps, their themes and designs.
- Conduct surveys, tests and evaluations as regards to the standards of services delivered by licensees.
- Collect information on licensees.
- Issue such directions as may be necessary to ensure that persons in control of premises may provide effective access to premises for the delivery of mail.
- Examine and settle disputes between licensees.
- Promote, develop and enforce fair competition and equality of treatment among licensees in any business or service relating to the postal sector in accordance with section 24.
- Monitor, control, inspect and regulate postal, courier and ancillary services and ensure that these services are provided and operated in accordance with this Act.
- Liaise with any regulatory authority, require necessary information from, exchange information with, and receive information from any such authority relating to any specific complaint or investigation.
- Enter into a memorandum of understanding with any regulatory authority.
- Advise the Minister on all matters relating to the provision of postal and courier services by licensees.
- Perform such other postal and courier regulatory functions as may be specified or approved by the Minister.
